Connecting Communities Along Highway 101

Project Highlights

APWA Oregon Rural Project of the Year
  • 550-foot ADA-compliant boardwalk
  • 3,250 feet of new shared-use pathway
  • Nearly $1 million in project savings
  • Avoided nearly two acres of wetland impacts
  • Improved connections to neighborhoods, trails, transit, and employment centers

The Challenge

A constrained section of Highway 101 lacked adequate facilities for pedestrians and bicyclists, forcing users to travel alongside high-speed traffic on narrow or nonexistent shoulders. The corridor presented additional challenges, including sensitive wetlands, limited right-of-way, difficult geotechnical conditions, traffic maintenance requirements, and escalating construction costs. The project required a solution that improved safety and accessibility while protecting environmental resources and maintaining affordability.

The Solution

The City of Lincoln City (City) partnered with the Confederated Tribes of Siletz Indians, Oregon Department of Transportation, K&E Excavating, and Keller to deliver the project through a progressive design-build approach. The team designed a 550-foot Americans with Disabilities Act (ADA)-compliant elevated boardwalk spanning sensitive wetlands, approximately 3,250 feet of shared-use pathway, sidewalk improvements, stormwater facilities, and connections to the regional trail network. Close collaboration among project partners resulted in design refinements that reduced costs while preserving the project’s safety, accessibility, and environmental objectives.

The Results

The completed project transformed a longstanding transportation barrier into a safe, accessible community asset that improves connectivity throughout the City. Residents and visitors now have a continuous ADA-accessible route connecting neighborhoods, Tribal housing, recreation, employment centers, transit, and regional trails.

This project is a testament to Keller’s mission to improve lives throughout the communities we serve.
